Constable Program Committee

The Constable Program Committee is responsible for collection of the fees from residents that are used to pay for a Harris County Constable Deputy to patrol the neighborhood. This includes 40 hours of professional law enforcement patrol per week, vacation watch, security check for insurance discount, alarm monitoring for quick response, and a member handbook.

Q. What are the benefits of a Constable Program?

A. The Constable Program is designed to provide a highly visible and responsive neighborhood patrol. The main objectives are crime prevention and immediate police services to citizens in need. The Contract Deputy Program is not a security service employing part-time or off-duty officers. It is a respected law enforcement program provided by the Harris County Constable’s office. The Constable Program employs only qualified, professional peace officers who work forty hours a week, providing police services in their assigned area of responsibility.

Q. How is the program funded?

A. The Constable Program is funded by residents of Garden Oaks with support from the Garden Oaks Civic Club. In addition, Harris County subsidizes the cost of the program by 20 percent. In order for the program to succeed, 318 households among Garden Oaks’ approximately 1,400 homes must participate. As participation increases, the fees per household will decrease.

Q. Will the Constable Program replace the Garden Oaks Citizen’s Patrol?

A. Not at all. Crime in our neighborhood has been cut drastically thanks to the volunteers and supporters of the Garden Oaks Citizen’s Patrol. However, the citizen’s patrol is not designed to confront criminal activity, only report it, while the Deputy Constable on duty is empowered to enforce the law and to make arrests when necessary. We need both programs working together to keep our neighborhood as safe as possible.

Q. How do I sign up?

A. There are two ways to participate: (1) pay for the full year in advance, or (2) pay monthly via automatic bank draft. Complete this form to indicate how you would like to participate. Then mail your completed form to Garden Oaks Constable Program, P.O. Box 10273, Houston, TX 77206. The earlier you send in your support, the sooner we can have a Constable Program in place.

Q. What happens if we do not raise enough to fund the Constable Program?

A. In order for the program to succeed, 318 households among Garden Oaks’ approximately 1,400 homes must participate. If we do not meet our participation goal, we will return all funds collected, and confidential bank information will be destroyed by a qualified bank employee.

Q. When will I know if we’ve reached our fundraising goal?

A. The deadline to reach our fundraising goal is December 1. We will keep you updated until then with regular reports in The Gazette.
